The era when a single government body shouldered the responsibility of social governance is fading away, and a system of administrators consisting of the government, non-governmental organisations (NGOs) and other social self-governing forces is being created. A situation in which multiple social governance actors jointly govern society is about to be established. Against this historical background, we urgently need to think about social governance innovation and explore the re-programming of the social governance system, including innovative conceptions of actors, institutions, operational mechanisms, environments, problems, methods and paths in social governance. Among them, under the conditions of coexistence of multiple social governance forces, what role should the government play? What kind of changes should take place in the functions of the government? What is the relationship between the government and other social governance forces? Or what role should the government play in the construction of social institutions and social governance? All these questions need to be carefully studied. In recent years, I have been discussing the above questions, focusing on the construction of a service-oriented government and its guiding government model, and exploring cooperative governance and its related fields.
